The most significant human rights problems in the country included the slow pace of judicial proceedings and resulting lengthy pretrial detention, sometimes under poor conditions; and violence and discrimination against women and children, including rape, child abuse, and child labor. Other governmental human rights problems included corruption by officials, discrimination against ethnic minorities and indigenous people, and lack of public access to government information. The government took steps to prosecute or punish officials who committed abuses, whether in the security services or elsewhere in the government. Impunity existed nonetheless.
