An Etruscan Censor Tite Cuclna, a naive and idealistic young man, who is responsible in Etruria for maintaining the census and supervising public morality, finds out that Pomponius Pursenna, the head of Mekh - the Etruscan government - is illegally collecting personal data about the citizens of Etruria. Having accused Pomponius Pursenna of this illegal behavior, Tite Cuclna defects to Babylonia, where he falls into the hands of the Navigator - the chief of Babylonian intelligence service - and into the hands of his direct subordinate Belshazzar, whose code name is the Great Tamer. Tite Cuclna soon learns the whole truth about the Babylonian authoritarian and slavish system, filled with total espionage and close surveillance, which he so thoroughly despises. Since then Tite Cuclna wants rather to go to court in Etruria and be tried for his defection than to become an actual slave in Babylonia, devoid of every traits of his real personality. But the road back is titanically strenuous.
